Title
Consider Award Of BID #24-005 For The Crockett Drive Alley Reconstruction Project To Cam-Crete Contracting, Inc. In An Amount Not To Exceed $415,192.00.
Body
BACKGROUND:
The Public Works Department is managing the concrete reconstruction of the alley located on the north side of the 2200 block of Crockett Drive using funds from the Community Development Block Grant (CDBG) program. CDBG is funded by the Department of Housing and Urban Development to assist residents and areas within the City that are of low to moderate income. The Crockett Drive alley reconstruction project meets this criteria. The alley reconstruction will benefit the surrounding community by providing improved alley infrastructure and a safer driving surface.
Bid notifications were posted online, previous and interested vendors were contacted and advertisements were placed in the Dallas Morning News. Seven vendors responded. Cam-Crete Contracting, Inc. is the second lowest cost bidder. However, it is the lowest responsible bidder, based on confirmed prior experience and qualifications. The lowest cost bidder, Jonestar Construction, LLC, failed to list any prior concrete street or alley paving experience and did not list any experience working for municipalities. Staff also attempted to check the references for Jonestar Construction, but the references submitted by Jonestar did not return any messages from staff. As a result, staff is recommending that the bid be awarded to Cam-Crete as the lowest qualified bidder.
FINANCIAL IMPLICATIONS:
The funding for this project is available from CDBG and capital funds from the following accounts:
