Title
Consider Authorizing The City Manager To Reject All Bids Received For The Plano Parkway Park Project.
Body
BACKGROUND:
In February 2021, City Council approved a resolution to execute a license agreement with Lewisville Independent School District to use the School District's property located at the northwest corner of Plano Parkway and Warmington Drive to construct a parking lot and public park. The School District will allow the City to build a concrete parking lot with 130 parking spaces and build a public neighborhood park on the remaining three acres.
FINANCIAL IMPLICATIONS:
The bidding process began in November 2023 through the normal bid advertisement process. Sixteen contractors requested plans, but only two bids were submitted. On December 19, 2023, North Texas Contracting, Inc. submitted a bid of $4,202,248.50 and HQS Construction, LLC submitted a bid of $5,633,284.00.
The Engineering Department has established a formal policy that requires, in the event of receiving fewer than three bids on a project, an evaluation to determine if the public is getting fair value for the services being procured. The low bid of $4,202,248.50 submitted by North Texas Contracting, Inc. represents a 40% increase over the $2,995,199.58 engineering estimate prepared by the project designer, Mesa Design Associates, Inc.
The project is a combination of roadwork, parking lot and park development. In analyzing the bid staff determined that the roadwork and parking lot were bid more competitively than the park construction. Staff intends to separate the roadwork and parking lot construction from the park construction and rebid the projects separately. The intention is to receive more competitive bids by minimizing the use of subcontractors.
