Title
Consider An Ordinance Amending Title IX, Chapter 94 "Swimming Pools" Of The City Of Carrollton Code Of Ordinances To Regulate Public Swimming Pools, Spas And Interactive Water Features And Fountains.

Body
BACKGROUND:
This item proposes an ordinance amendment to align Chapter 94 "Swimming Pools" of the Code of Ordinances with recent updates from the Texas Department of State Health Services (DSHS) to the Texas Administrative Code, Title 25, Chapter 265, Subchapters L and M. These amendments include updates to the definitions, permitting, operation and maintenance of pools, spas and interactive water features and fountains in the City.

The swimming pool regulatory program provides for the health and safety of public and semi-public swimming pools. It does not regulate or impact private swimming pools. Regulated operations include those open to the general public such as hotels and spas, those available by membership, such as fitness gyms, and by residency such as at apartments and neighborhood/HOA amenity centers.

Key provisions of the revised ordinance include:
* Updated definitions to incorporate new DSHS required language;
* Updated water quality standards for new DSHS water testing parameters;
* Revised directions for the safe manual application of chemicals;
* Revised pool, spa and interactive water features and fountains safety signage as required by DSHS.

IMPACT ON COMMUNITY SUSTAINABILITY:
Providing for public health and safety is a basic component of a sustainable community by ensuring residents and visitors are provided safe and healthy recreational facilities such as pools, spas and interactive water features and fountains.
