Title
Consider A Resolution Authorizing The City Manager To Take All Necessary Action Related To The Submission Of Applications Through The 2021, 2022 and 2023 Homeland Security Grant Programs And Acceptance Of Specific Awards Under the 2021, 2022 and 2023 Urban Area Security Initiative (UASI) Grants In A Total Amount Of $261,606.48.
Body
BACKGROUND:
The purpose of the Urban Area Security Initiative (UASI) grant is to support public safety capabilities to prevent and respond to terrorist attacks. The Carrollton Office of Emergency Management (OEM) has submitted a project for FY23 UASI grant funds in the amount of $139,764.02 to purchase additional Archer 1200 mobile barricades (purpose-built to stop vehicles) plus an additional trailer to carry and deploy them. In addition, the Governor's Office has offered the City 'sweep' funds from the 2021 and 2022 USAI grants. Sweep funds are left over from previous grant years due to some agencies not utilizing all of their funding, and must be used quickly at the end of a grant cycle. Due to Carrollton's good standing and history of efficient program administration, the Governor's Office has offered the City $100,131.08 in 2021 UASI sweep funds and $21,711.38 in 2022 UASI sweep funds. In collaboration with the Police Department, OEM will use these sweep funds to meet a critical need for replacement of body armor ensembles and ballistic helmets for the Carrollton SWAT Team.
FINANCIAL IMPLICATIONS:
All funding will be provided through the reimbursement grant awards. There will be no General Fund obligations. Maintenance for the projects will be provided by the individual departments. Listed below are the individual project amounts.
