Consider A Resolution Authorizing The City Manager To Negotiate And Execute A Professional Services Contract With Walter P. Moore And Associates, Inc. For Engineering Services Related To The Woodlake Lake And Josey Ranch Lake Dam Condition Assessment Study In An Amount Not Exceed $121,300.00.
Body
BACKGROUND:
The City has two major dams that are City-owned and operated: Woodlake Lake Dam and Josey Ranch Lake Dam. Both dams are inspected by City staff and the Texas Commission on Environmental Quality (TCEQ) on a yearly basis. In 2022, the Woodlake Lake Dam was inspected by TCEQ and received a "poor" rating from the agency, with a list of mitigating efforts needed to bring the dam up to a "fair" condition. In its current condition, continual maintenance efforts will be needed to keep the dam serviceable and safe for residents.
Josey Ranch Lake Dam, while currently in a "fair" condition with no major issues, is over 20 years old, and the last major maintenance efforts and condition assessment of the dam were performed in 2009. It will also need an updated condition assessment to review any areas that require repair or maintenance.
Walter P. Moore and Associates, Inc. was selected to provide a proposal to perform a condition assessment on both dams. Walter P. Moore has reviewed both dams and has prepared a proposal to perform a detailed condition assessment and outline future maintenance/CIP projects necessary to extend the lifespan and serviceability of both dams.
