BACKGROUND:
For many years, Bridgefarmer and Associates, Inc. has provided expert analysis on railway projects for the City of Carrollton. The analysis has included design and review of quiet zones, preparation of Quiet Zone Notice of Intent to Establish (NOI) & Quiet Zone Notice of Establishment (NOE) documents for submittal to the Federal Railroad Administration, railway pre-emption analysis at traffic signals, and review of railway diagnostic studies.
Bridgefarmer has been a reliable consultant for many years for the City of Carrollton and provides over 40 years of railroad project experience. The firm has successfully completed designs for Quiet Zone #1 and Quiet Zone #2, has provided railway expertise for the review of the Silverline Design Plans, and is currently providing engineering services for the design of Quiet Zone #3 pursuant to a multiyear agreement in an amount not to exceed $550,000. Due to this existing agreement, the total amount of services from Bridgefarmer & Associates, Inc. will exceed the $50,000 signature authority that Council has granted to the City Manager; therefore, this item is being brought to Council for consideration. Bridgefarmer has the expertise to determine the most efficient and effective means to provide on-call railway engineering services for the City of Carrollton.
FINANCIAL IMPLICATIONS:
Services will be provided as a work order on a project-by-project basis. Funding for these services will come from the respective capital project budget.
This agenda item seeks authorization of a three-year service contract with Bridgefarmer and Associates, Inc. not to exceed $40,000.00.

This project will support the City Council’s strategic objectives and vision of building a community that families and businesses want to call home by:
• Reduces noise pollution in communities through expert evaluation and maintenance of quiet zones.
• Provide support for specialized review of railway projects.
STAFF RECOMMENDATION/ACTION DESIRED:
Staff recommend authorizing the City Manager to approve a Professional Service Contract for railway engineering services with Bridgefarmer and Associates, Inc. in an amount not to exceed $40,000.00.
