Consider Authorizing The City Manager To Approve A Construction Contract With Premier Site Services, LLC., For The Josey Lane Screening Wall Project In An Amount Not To Exceed $259,518.00.

SUMMARY:

The purpose of this item is to construct a screening wall along Josey Lane as recommended by the Redevelopment Committee on May 6, 2025.

 

BACKGROUND:

The Josey Lane Screening Wall Project is located along Josey Lane from between Green Ridge Drive intersections. Improvements for this project include approximately 330 feet of screening wall and xeriscaping. The screening wall is designed similar to the screening wall constructed along Webb Chapel Road.

 

The current screening fence, which is owned and maintained by the City, is a chain link fence with plastic slats to create a screening feature. The fence has required multiple repairs due to windstorms in the past few years. The project was selected by the Redevelopment Committee when evaluating the remaining budget of $300,000 for corridor beautification on May 6, 2025.

 

The engineer estimated construction cost is $271,000.00. As outlined below, the lowest qualified proposal is approximately 13% below estimated budget, while meeting all project goals.

 

FINANCIAL IMPLICATIONS:

Six (6) bids were opened on June 9, 2026 and ranged from $234,518.00 to $437,859.02. Premier Site Services, LLC (Premier). has submitted the lowest qualified proposal of $234,518.00.

 

Staff has contacted Premier’s references and received positive feedback. Premier also has recent experience performing similar work. Therefore, Premier Site Services, LLC, is concluded to be the most responsible bidder for this project and offers the best overall value to the City.

 

With all construction projects, staff recommends the inclusion of a construction contingency. The construction contingency provides an expedient manner to accommodate unforeseen costs and minor scope additions common in all construction projects. Examples include unexpected conditions discovered during construction, and changes to design that were not possible during plan generation. All contingency drawdowns must be supported by detailed pricing information and approved by the City through a formal change order. Having advanced Council authorization ensures that work progress is not impeded. As a cost control measure, staff recommends a $25,000 construction contingency be included in Council’s approval. STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends City Council authorize the City Manager to approve a construction contract with Premier Site Services, LLC., for the Josey Lane Screening Wall project in an amount not to exceed $259,518.00 ($234,518.00 original bid and $25,000.00 construction contingency).
