BACKGROUND:

In February 2021, Council approved a Resolution to execute a license agreement with Lewisville Independent School District (LISD) to use the School District’s property located at the northwest corner of Plano Parkway and Warmington Drive to construct a parking lot and public park, recently named “Tor Hill Park”. The School District would allow the City to build a concrete parking lot with 130 parking spaces and a public neighborhood park on the remaining three (3) acres.

 

Last May, City Council awarded Axis Contracting Phase 1 of the park project. This phase of the project included the construction of a parking lot, the widening of Warmington Drive, and associated drainage improvements. Construction on Phase 1 should be finalized in approximately 1 month.

 

Phase 2 of the project includes the installation of playground facilities, a prefabricated pavilion, a concrete trail, a park monument sign, landscape and irrigation, as well as other related items.

 

In January 2024, Council recommended rejecting all bids for the initial combined project construction. The low bid for the combined project was $4.2 million. Phase 1 of the project totaled approximately $2.3 million and, combined with Phase 2 of the project, the total construction costs will be approximately $3.2 million, saving $1 million by separating the project into two phases.

 

FINANCIAL IMPLICATIONS:

The Engineer’s Estimate for this project was $1,225,000.00. Twelve (12) bids were received on April 1, 2025. Bids ranged from $876,124.00 to a high bid of $1,057,051,465.33 (Assumed to be an Error). The low bid was submitted by Ratliff Hardscape, Ltd.

 

In recent years, the Contractor has successfully completed several projects for surrounding municipalities.

All references spoke highly of the work done by the Contractor. The Contractor showed no issues meeting budgets and timelines of past projects; they appear capable of completing this project in the allocated time of 180 days.

 

Staff recommends the inclusion of a construction contingency.  The construction contingency provides an expedient manner to accommodate unforeseen costs and minor additions in work common in all construction projects.  Examples include unexpected conditions discovered during construction, and changes to design that were not possible during plan generation.  All charges against contingency must be supported by detailed pricing information and approved by the City through a formal change order.  However, having advanced Council authorization ensures that work progress is not impeded.  As a cost control measure, the construction contingency for Phase 2 of the project is recommended at 5% (original contract amount) or $43,806.00. Funding is available in Parks funds.

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends award of the construction contract for Phase 2 of the Plano Parkway Park project to Ratliff Hardscape, Ltd. in an amount of $919,930.00 ($876,124.00 original proposal and $43,806.00 (5.0%) construction contingency).
