BACKGROUND:
The purpose of this agenda item is to consider a resolution adopting the 2025 Sustainability Plan as the strategic framework for guiding the City of Carrollton’s long-term sustainability initiatives. The Sustainability Plan outlines key strategies across critical focus areas including land and air conservation, water resource management, energy efficiency, the built environment, public equity, community engagement, and economic vitality.
Developed in collaboration with City departments, the Plan reflects the City’s commitment to advancing environmental stewardship, economic resilience, and social equity. By integrating the principles and adapting the globally recognized United Nations Sustainable Development Goals, the Plan ensures Carrollton’s continued progression to advance and incorporate sustainable urban development practices.
Highlights of the Plan include:
• Over 300 strategic initiatives designed to address current and future challenges;
• A strong focus on resource conservation, resilience, and equitable access to services;
• Recommendations for interdepartmental coordination and community partnership to implement the Plan effectively;
Adoption of the 2025 Sustainability Plan underscores the City’s dedication to fostering a sustainable, thriving, and resilient community for current and future generations.
FINANCIAL IMPLICATIONS:
Implementation of the 2025 Sustainability Plan is designed to leverage existing City resources to support sustainable development initiatives. While the Plan identifies potential areas for financial investment, it primarily emphasizes cost-effective strategies such as energy efficiency measures, resource conservation, and partnerships to achieve its objectives.

STAFF RECOMMENDATION/ACTION DESIRED:
Staff recommends the City Council approve the resolution adopting the 2025 Sustainability Plan as the City’s guiding framework for sustainable initiatives.
