BACKGROUND:

The City enlisted Lockwood, Andrews & Newman, Inc. for the design of the Duncan Heights NOTICE Street Replacement and Drainage Improvements project. This project was approved by the voters in the 2018 Bond Election. The design includes drainage improvements within the DART and DG&NO rail corridors, which are owned by DART.

 

The improvements include:

-                     Stormwater drainage system and rock riprap at Donald Avenue;

-                     Stormwater drainage system, rock riprap and concrete headwall at Northside Drive;

-                     Wingwall, concrete channel and rock riprap between Northside Drive and Vinylex Drive.

 

The City and DART have agreed to enter into a license agreement for the construction of the improvements. Construction will be paid for and managed by the City.

 

FINANCIAL IMPLICATIONS:

Funding is available in the Drainage Consolidated Fund.

 

IMPACT ON COMMUNITY SUSTAINABILITY:

As part of the NOTICE Program, this project will contribute to community sustainability by:

  • Sustaining quality of life - Improvements in the subdivision should improve the appearance of the neighborhood and promote residents to provide better maintenance of their properties.
  • Sustaining day-to-day operations - The replacement of substandard street pavement and infrastructure should reduce the need for non-scheduled or emergency repairs.

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends that City Council approve a resolution authorizing the City Manager to negotiate and execute a license agreement with DART to provide for improvements related to the Duncan Heights street and drainage improvements project in an amount not to exceed $10.00.
