BACKGROUND:

In February 2021, Council approved a Resolution to execute a license agreement with Lewisville Independent School District (LISD) to use the School District’s property located at the northwest corner of Plano Parkway and Warmington Drive to construct a parking lot and public park. The School District would allow the City to build a concrete parking lot with 130 parking spaces and build a public neighborhood park on the remaining three (3) acres. The project was broken into two phases to provide more favorable bidding conditions. Phase 1 comprises the construction of the parking lot, the widening of Warmington Drive, and associated drainage improvements. Phase 2 will comprise of the Park Facilities. A construction contract with Axis Contracting, Inc. for Phase 1 was approved on May 21, 2024, for $2,215,184.83, with no construction contingency. Council recently approved naming of the park to “Tor Hill Park” on February 18, 2025.

 

Change Order No. 1 was approved for $8,500 on September 19, 2024. During construction, it was determined that the water line was further west than shown in the design plans. Field adjustments were required to accommodate the location of the existing water line including the installation of a tapping saddle.

 

Change Order No. 2 will accommodate additional quantities needed to complete the construction of Phase 1 as well as updates needed to the irrigation system.

 

As you may recall, this is a similar issue to a previous project with this design firm where the sidewalk quantities were incorrectly calculated. Unfortunately, the error was not discovered until construction commenced on this project; although, it has been corrected on the next phase. The overall scope of the project has not changed, and the total cost of the bid would have included this increase if the quantities had been correct.

 

FINANCIAL IMPLICATIONS:

The original amount of the Plano Parkway Park - Phase 1 contract is $2,215,184.83. The proposed amendment is for $87,214.88. The total percentage increase including previous change orders is 4.3%. Funding is available in the Hebron Park General Fund account.

 

IMPACT ON COMMUNITY SUSTAINABILITY:

This project supports the City Council’s strategic objectives and vision of building a community that families and businesses want to call home by:

                     Providing a neighborhood amenity near a school;

                     Providing an off-street location for parents to pick up children.

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends City Council authorize The City Manager to execute Change Order No. 2 for the Plano Parkway Park - Phase 1 with Axis Contracting, Inc. in an amount of $87,214.88, increasing the total cost to an amount not to exceed $2,310,899.71.
