BACKGROUND:

Carrollton City Hall was originally constructed approximately thirty-four years ago.  Since that time, the City has experienced a significant increase in population and has continually adjusted its workforce to serve the citizens.  In an effort to maintain a productive and efficient working environment, a program was implemented approximately five years ago to make a number of updates to City Hall.

 

In 2020, new LED lighting, ceiling grid, electrical, IT, painting and furniture replacements were made to the first and second floors.  Concurrently, the IT Department installed new two intermediate distribution frame closets on each floor which connected to the data center central core.  Finally, a new fire alarm system was installed with new wiring circuitry, panel, detectors and notification devices.

 

In continuance of this effort, similar improvements are planned for the lower level with additional modifications to improve the function and security of the IT Department and equipment.  Additional security enhancements are also planned in the first and second floor lobbies along with exterior security and operational upgrades.

 

Since the project will involve considerable modifications to the building’s mechanical systems, it is necessary to utilize the services of design professionals.  Additionally, since City Hall must maintain services during the upgrades, a detailed phasing plan must be developed.  Staff is recommending that the architectural design firm of Magee Architects, LP be retained to perform the design and phasing services.  Magee has recently demonstrated exemplary competency in their design and construction administration of the Phase I City Hall remodel project along with the current Rosemeade Recreation Center Gym Addition project.  Other clients of Magee include the cities of Mansfield, Cleburne, Crowley and Burleson.  Magee’s municipal experience includes city halls, community centers, public safety facilities and parks.

 

FINANCIAL IMPLICATIONS:

Magee Architects, LP has submitted a proposal to the City to perform architectural and engineering design services in an amount not to exceed $250,000.00.  This includes all professional consulting fees and reimbursables for the modification of the affected work areas, and a detailed construction phasing plan that is intended to minimize impacts on City operations.  The total fee also includes allowances for other specialized design elements which are work authorization items that will only be used if required.  The proposal was evaluated against other Carrollton facilities over the past twenty years and was found to be consistent with projects of comparable magnitude and complexity.

This project will support the City Council’s strategic objectives and vision of building a community that families and businesses want to call home by:

                     Providing efficient and safe work areas in which to provide City services and serve the citizens of Carrollton.

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends City Council approval of a resolution authorizing the City Manager to negotiate and execute a professional design services agreement with Magee Architects, LP for the design, plan preparation and construction phasing for the Carrollton City Hall Remodel Phase II project in an amount not to exceed $250,000.00.
