BACKGROUND:
Strategic Government Resources (SGR) exists to help local governments be more successful by recruiting, assessing and developing innovative, collaborative, authentic leaders. SGR’s Servant Leaders Resource Library is a platform we use for virtual training opportunities on a wide range of topics such as customer service, team building, conflict resolution, supervising employees, and strategic visioning. Through our annual subscription to this library, we’re able to deliver on-demand training on the organization’s frequently requested topics led by industry-leading experts. We also use SGR for minutes writing for Council, Planning and Zoning, Property Standards Board, and Neighborhood Advisory Commission meetings. Staff is interested in having an expert come in to evaluate our open records process to see if there are opportunities to streamline our processes and gain efficiencies. In reaching out to SGR we confirmed they have a seasoned expert available to come on-site and observe our processes, review our documentation, and recommend changes. We believe that bringing in the open records expert, in addition to the training platform access and the minutes writing could push us up to the $50,000 threshold which is why this item is being brought forward for your consideration.

The various professional services provided by SGR are budgeted and funded by multiple departments.

STAFF RECOMMENDATION/ACTION DESIRED:
Staff recommends adoption of the attached resolution authorizing the City Manager to enter into an agreement with SGR for open records consulting, a training platform and meeting minutes preparation in an amount not to exceed $50,000.00.
