Consider Authorizing The City Manager To Approve A Contract With Swift Corporation, LLC For Construction Of A Screening Wall Along The West Side Of Webb Chapel Road From The Towerwood Lane Alley To Immediately South Of Gateway Avenue In An Amount Not To Exceed $899,600.00.

This contract will provide for construction of a screening wall along the west side of Webb Chapel Road. The project consists of replacing the existing wood privacy fences with approximately 1,500 linear feet of 8-foot-tall, simulated wood fence with brick columns between the Towerwood Lane alley and Gateway Avenue/city limit. The duration of construction is 120 calendar days.
This project is part of the Screening Wall Infill Program. In early 2019, the Webb Chapel site was ranked as the highest-priority project by the City Council Re-Development Committee. In June 2021, the option of a simulated wood fence with brick columns was recommended by the Committee as the cost of constructing a masonry wall continued to escalate.
FINANCIAL IMPLICATIONS:
Three bids were received on January 22, 2024. The low bid, in the amount of $899,600.00, was submitted by Swift Corporation, LLC. The engineer’s estimate for the project was $700,000.00. Swift has performed several projects in Carrollton, the most recent being the Hebron Water Tower Fence Replacement project. Funding is available in the Streets Consolidated account.
IMPACT ON COMMUNITY SUSTAINABILITY:
This project will support the City Council’s strategic objectives and vision of building a community that families and businesses want to call home by:
- Sustaining quality of life - The project should improve the appearance of a major arterial street corridor and community entryway.
- Sustaining day-to-day operations - The proposed simulated wood fence with brick columns should reduce the need for non-scheduled repairs and maintenance.
STAFF RECOMMENDATION/ACTION DESIRED:
Staff recommends that City Council award the construction contract for the Webb Chapel Road Screening Wall Project to Swift Corporation, LLC in an amount not to exceed $899,600.00.
