Title

Hold A Public Hearing And Consider A Resolution Adopting The Amended Program Year 2023 Community Development Block Grant One-Year Plan Of Action And Budget.

Body

BACKGROUND:

This agenda item is to hold a public hearing and consider a resolution to adopt the proposed Amended Program Year (PY) 2023 One-Year Plan of Action and Budget. A public hearing and a resolution adopting a PY 23 Action Plan and Budget was previously approved by City Council on July 11, 2023. This amended plan includes additional eligible projects that can be completed during this Program Year.

On October 1, 2023, the City of Carrollton received $727,587 in new funding for PY 2023 Community Development Block Grant (CDBG) funding from the United States Department of Housing and Urban Development (HUD). According to federal law, these funds must be used to benefit persons of low- to moderate-income in Carrollton to address housing and community development concerns. In addition to new funding, an additional $492,413 in unspent funding has been budgeted in this Action Plan for a total PY 2023 budget of $1,220,000.

Additional projects and budgets added to the Amended PY 23 Action Plan:

•                     $200,000                      (16%)                      2200 block of Bowie Drive, alley replacement;

•                     $50,000                     (4%)                      McInnish Park, installation of a pedestrian dock on the pond;

•                     $25,000                      (2%)                      Perry Homestead/Gravley Park, lights, benches and waste bins;

•                     $15,000                      (1%)                      Thomas Park, benches, tables, grills and waste bins;

•                     $15,000                      (1%)                      Francis Perry Park, installation of grills and waste bins;

•                     $5,000                      (0.5%)                      Rhoton Park, installation of benches and grills;

•                     $5,000                      (0.5%)                      Jimmy Porter Park, installation of benches and grills;

•                     $15,000                      (1%)                      Additional funding for administration of the CDBG program.

The following items were previously approved and remain in the PY 23 Action Plan:

  • $200,000                     (16%)                      Carrollton Heights Phase 1 NOTICE project infrastructure;
  • $200,000                      (16%)                      2200 block of Crocket Drive, alley replacement;
  • $190,000                      (15%)                      City's Housing Rehabilitation Programs;
  • $105,000                      (9%)                      Metrocrest Services for homelessness response and prevention;
  • $100,000                      (8%)                      Funding for the administration of the CDBG program, including funding consultants for the Five-Year Consolidated Plan, Analysis of Impediments, staff training and updated informational material;
  • $95,000                      (8%)                      Enhanced Code Enforcement in the CDBG target area multi-family units.

All activities in the proposed PY 2023 CDBG budget were identified as major priorities in the 2019-2023 Consolidated Plan approved by City Council on July 23, 2019. The proposed plan reflects continued funding support in all housing repair programs, assists infrastructure repair projects in CDBG target areas, revitalizes park equipment and provides support for homelessness in the community.  As the community continues to age, the need for these programs expands to address the challenges low- to moderate-income individuals face to maintain their homes.

FINANCIAL IMPLICATIONS:

The PY 2023 Community Development Block Grant of $727,587 in new financial resources for community development initiatives is a critical reinvestment in areas benefitting low- to moderate-income residents.

IMPACT ON COMMUNITY SUSTAINABILITY:

Annually, the Carrollton Community Development Block Grant program secures, allocates and administers approximately $800,000 in new community development resources for use in the low- to moderate-income areas of the City.  Long-term community sustainability is supported by significant financial reinvestment in aging neighborhoods, housing rehabilitation, code enforcement and through the City’s partnerships to address homelessness.

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends City Council hold a public hearing, receive citizen comments and approve a resolution to adopt the Amended CDBG Program Year 2023 Action Plan and Budget.
