BACKGROUND:
The Police Department currently utilizes Flock Safety Systems license plate reader (LPR) cameras to investigate crimes, locate missing persons and identify stolen or wanted vehicles. In 2023, City Council approved a recurring $30,000.00 addition to the base budget (ATB) for the Flock Camera Program to cover the price increase for the 2024 renewal contract, and for the purchase of additional Flock cameras.
The Police Department is requesting authorization to execute a five-year agreement with Flock Safety Systems, which will include the addition of eight Flock cameras. The contract includes a one-time standard implementation fee for new cameras in the first year and a fixed annual fee for the remainder of the contract period.
FINANCIAL IMPLICATIONS:
The cost of the agreement is $58,400.00 for the first year, with a total contract amount not to exceed $276,400.00 over the five-year contract period. Funds for this contract renewal will be drawn from the existing approved Police Department budget.

COMMUNITY IMPACT:
The renewal and expansion of the Flock camera program will increase officer efficiency in detecting and interrupting criminal activity.
STAFF RECOMMENDATION/ACTION DESIRED:
Staff recommends City Council approval of a resolution authorizing the City Manager to enter into an agreement with Flock Safety Systems for LPR camera equipment in an amount not to exceed $58,400.00 for the first year and in an aggregate amount not to exceed $276,400.00 over the five-year contract period.
