BACKGROUND:

This agenda item proposes a resolution authorizing the continuation of the City of Carrollton’s Pretreatment Program as required under 40 CFR 403, which establishes mechanisms and procedures for enforcing National Pretreatment Standards. These standards regulate the introduction of industrial and non-domestic wastewater discharges into Publicly Owned Treatment Works (POTWs), ensuring compliance with federal regulations.

 

Since 1978, the Environmental Protection Agency has required regional wastewater systems, like the Trinity River Authority's Central Regional Wastewater System (CRWS), to develop and maintain a pretreatment program. The City of Carrollton, as a contracting party of the CRWS, has enacted and enforced ordinances necessary to uphold the standards established by the Clean Water Act. This resolution reaffirms the City’s commitment to maintaining compliance with these standards and ensuring the continued operation of the pretreatment program.
