Title
Consider A Resolution Authorizing The City Manager To Negotiate And Execute A Professional Services Contract With Lockwood, Andrews And Newman, Inc., For Engineering Services Related To Design The Hutton Branch - I35 To West Belt Line Erosion Repair Project In An Amount Not To Exceed $362,363.00.
Body
BACKGROUND:
The City of Carrollton Engineering Department identified Hutton Branch from I35 to West Belt Line Road as an area needing major improvements due to on-going erosion issues. There is accelerating erosion to the abutment and the channel slope underneath the W Belt Line Road bridge which, if left unaddressed, may affect the structural stability of the bridge. In addition, W Belt Line Road has multiple abandoned utility lines located beneath the bridge stretching across Hutton Branch. Due to erosion of the channel and the concrete support for the utility lines there is a high probability of the existing abandoned utility lines collapsing into Hutton Branch.
As one of the City’s preferred engineering consultants, Lockwood, Andrews and Newman, Inc. (LAN) was selected to design a solution to alleviate the erosive conditions in this drainage corridor. This design would include determination and removal of the existing abandoned utilities located below W Belt Line Road. The design would prioritize the restoration and protection of the abutments for the W Belt Line Road bridge.
LAN has conducted multiple site visits to Hutton Branch and the W Belt Line Bridge to ascertain the full scope of the erosion caused by flooding. LAN has prepared a proposal to create engineering plans and offer bidding and construction services throughout the duration of the project.
FINANCIAL IMPLICATIONS:
LAN was selected by the Engineering Department to develop the engineering plans for erosion repair of Hutton Branch. Staff has reviewed the proposal put forth by the engineer and agrees that the proposed tasks and infrastructure improvements are necessary and adequate. Basic services for this task are a lump sum of $362,363.00. Funding for this project is available in the Drainage Consolidated Fund.
IMPACT ON COMMUNITY SUSTAINABILITY:
The removal of the existing abandoned utility lines, and the protection of the W Belt Line Road Bridge abutments will protect the bridge structure. W Belt Line Road safety will be preserved for vehicle and pedestrian traffic. Development of Hutton Branch between I35 to the Silver Line will stabilize the bank to prevent further erosion along Hutton Branch. As such, it will keep the surrounding areas and roadways safe and attractive places for Carrollton residents.
STAFF RECOMMENDATION/ACTION DESIRED:
Staff recommends City Council authorize the City Manager to enter into a professional services contract with Lockwood, Andrews and Newman, Inc., for engineering services related to design the Hutton Branch - I35 to W Belt Line Erosion Repair Project in an amount not to exceed $362,363.00.
