Summary:

The purpose of this item is to approve a construction contract for the basecoat painting of the east side of the downtown silos.

 

Background:

As one of the defining architectural and highest structures of our historic downtown, the unique façade and windowless design of the downtown silos provide an exceptional opportunity for impactful beautification. The west side of the structure was repainted with a mural exhibiting various trains and local wildflowers using a unique design by Articulation Art. The west side mural project was completed in 2025.

 

The Downtown Silos Exterior East Side Painting 2026 is a continuation of the beautification of the downtown silos building. This project will provide the base color before a future mural is painted on the east side for residents and DART passengers to enjoy.

 

Financial Implications:

One (1) proposal was received on July 1, 2026. Prestige Building Group, LLC, submitted a total bid of $102,000.00. The engineer’s opinion of probable construction cost is $74,791.57. After checking references, Staff has concluded that Prestige Building Group, LLC. is the lowest responsible contractor for this project and is the most advantageous to the City. Funding is available in the General Facilities capital account.

 

With this facility repainting, Staff recommends the inclusion of a construction contingency. The construction contingency provides an expedient manner to accommodate unforeseen costs and minor additions in work common in all construction projects. All charges against contingency must be supported by detailed pricing information and approved by the City through a formal change order. However, having advanced Council authorization ensures that work progress is not impeded. The construction contingency for the Downtown Silos Exterior East Side Painting 2026 project is recommended to be $10,000.00.

Staff Recommendation/Action Desired:

Staff recommends City Council authorize the City Manager to approve a construction contract with Prestige Building Group, LLC, for the Downtown Silos Exterior East Side Painting 2026 project in an amount not to exceed $112,000.00.
