BACKGROUND:

In June 2006, City Council adopted the Carrollton Trails Master Plan, which included a planned hike and bike trail along the Dudley Branch corridor.  Subsequently, the Dudley Branch hike and bike project was submitted for funding consideration during a North Central Texas Council of Governments (NCTCOG) Transportation Alternative Program call for projects.  The Dudley Branch hike and bike project was selected, and is, therefore, eligible for state and federal funds.  TxDOT requires that a resolution by the governing body be made part of the LPAFA.

The project limits of the Dudley Branch hike and bike project are from the North Carrollton DART Station to Old Denton Road, roughly 2.1 miles in length.  These limits correspond to those described in the content of the LPAFA. However, a clerical error in the project header for the LPAFA shows the limits to be from the North Carrollton DART Station to West Rosemeade Parkway.  This discrepancy has been discussed with TxDOT and NCTCOG staff.  The recommendation is that the LPAFA be executed as presented herein and later amended to correct the clerical error.  The correct project limits are already reflected in the NCTCOG Transportation Improvement Plan (TIP), which is scheduled for approval by the Texas Transportation Commission at their next scheduled meeting in October.  Once the Commission approves the TIP, staff will coordinate with TxDOT to revise project header in the LPAFA. 

 

FINANCIAL IMPLICATIONS:

The total project cost is $4,238,560.  This includes environmental assessments, engineering design and construction costs.  The project costs will be paid using $3,238,557 in State and Federal funding and $1,000,003 in local funds.  The city portion of this project is available in the  Parks Consolidated Fund.

IMPACT ON COMMUNITY SUSTAINABILITY:

The Dudley Branch hike and bike trail will promote a healthy, pleasant alternative to motorized travel between the North Carrollton DART Station and Old Denton Road.

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends that City Council pass a resolution authorizing the City Manager to enter into an agreement with the Texas Department of Transportation for the development of a hike and  bike trail along the Dudley Branch corridor.
