BACKGROUND:

Starting in 2014, the Parks and Recreation Department created a report card program where park amenities were evaluated using set criteria.  The outcome of the report card program aids staff in determining the current condition and prioritization of projects when funding is available.  Many of our previously low graded playgrounds have seen renovations or updates since starting the report card process over 9 years ago.  During the most recent evaluation in 2021, Branch Hollow Playground was given a grade of B+. Despite its above average grade, this playground currently has a poured in place surface which is cracking and has large holes and gaps around the perimeter.  The play equipment is over 16 years old and also in need of replacement.  A new playground was designed by Whirlix which includes a new piece of equipment that encourages children to define their unique playstyle through endless ways to climb, slide, and investigate as well as open play space with mounds for imaginative play.

 

This project was approved by council for the FY24 budget and includes the cost for the playground equipment, synthetic turf, shipping and installation.  A 10% contingency has been included in the budget.

 

FINANCIAL IMPLICATIONS:

Whirlix is a reputable company that provides a quality product and has completed projects for the City of Carrollton in the past.  The playground equipment and installation will be funded out of the following account.

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends approval of the playground replacement for Branch Hollow Playground by Whirlix in an amount not to exceed $329,686.50 using the City’s existing agreement with BuyBoard.
