Consider An Ordinance Ordering An Election On May 1, 2021, To Submit To The Qualified Voters Of The City Of Carrollton Certain Proposed Amendments To The Existing City Charter.

BACKGROUND:
In accordance with the State Election Code, the General Election will be held on Saturday, May 1, 2021. The Carrollton City Charter was reviewed by the Charter Review Committee in 2019 as established per Resolutions 4198 and 4199. The propositions in the attached ordinance shall be brought to the voters at the May 1, 2021 Election and each measure shall be voted on separately.
The City of Carrollton contracts their Elections with Collin, Dallas, and Denton County Elections Administration Offices. In 2019, Dallas County Elections Administration was approved to implement Countywide Vote Centers for Elections within Dallas County. Collin County also uses Vote Centers. Vote Centers allow registered voters within a county to vote at any Vote Center in their county during Early Voting and on Election Day which includes locations outside of the City. Denton County has not yet moved to Vote Centers so Denton County voters will need to vote at their precinct on Election Day. Polling locations will be determined as specified in the Elections contracts with each county. STAFF RECOMMENDATION/ACTION DESIRED:
Staff recommends approval of the attached ordinance calling the May 1, 2021 General Election to submit to the voters Propositions 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, and 12 for consideration; setting Election Day polling locations; and establishing the Early Voting period.
