Consider Authorizing The City Manager To Approve A Contract With Tiseo Paving Company For The Old Denton Road Reconstruction Project From Frankford Road To Rosemeade Parkway In An Amount Not To Exceed $7,606,235.60.

BACKGROUND:

This project was authorized by City Council in 2015 and will provide for the reconstruction of 4,560 linear feet of Old Denton Road from Frankford Road to Rosemeade Parkway along with new sidewalks, LED street lighting, landscaping, irrigation and the rehabilitation and updating of the Dudley Branch bridge with new railing and stone fascia.

Because the project will affect traffic on Old Denton Road for several months, the project was bid using the A+B bidding model whereby the contractor determines his cost (A) to construct the project and the number of days to complete the work.  The value of a day, which for this project was set at $2,000, times the number of days is cost (B). The total of these two amounts determines the contractor’s total bid amount, although the contract amount to the City is cost A.  If the contractor completes the work earlier than the number of days bid, he will receive an incentive amount of the number of days the project is completed early times $2,000. If he is late, he will pay a disincentive amount of the number of days late times $2,000. The maximum incentive he can receive is $120,000.

Construction will be phased so that two lanes of traffic are open at most times. There will be times during non-rush hour periods where traffic will be reduced to one lane around the bridge since traffic can’t be moved to the median area. Project signs will be placed at the ends of the project area during construction. The project has been placed on the monthly Construction Update and is included in the City’s web site. Most trees located within the median will be removed to accommodate traffic, but new landscaping will be added throughout the project. No wildlife will be affected by the construction.

FINANCIAL IMPLICATIONS:

Two (2) bids were received on September 8, 2016. The two bids (A+B) were $8,386,235.60 and 450 days submitted by Tiseo Paving Company and $9,459,851.00 and 435 days submitted by Lone Star Civil Contractors. Tiseo’s bid amount for the actual construction (A) was $7,486,235.60. Tiseo is currently wrapping up the current section of Old Denton Road from PGBT to Frankford Road and has also completed Champion Circle, Dickerson Road, Old Denton Road south of PGBT, two Belt Line Road projects and several others prior to that. They appear capable of completing this project within the bid price and the allotted time. 

 

The construction budget originally set up for this project was $6,900,000.00, which included a grant from Denton County in the amount of $2,000,000.  Funding for this project is available in the Streets Consolidated Fund in the amount of $7,606,235.60, which includes the $120,000 incentive should the contractor qualify for the full incentive amount.

 

IMPACT ON COMMUNITY SUSTAINABILITY:

This project will contribute to community sustainability by:

  • Sustaining quality of life - Reconstruction of Old Denton Road through this section will improve mobility in this high traffic area while reducing maintenance costs associated with continued pavement failures.
  • Sustaining day-to-day operations - The replacement of the existing street pavement and the new storm sewer lines should reduce the need for non-scheduled or emergency repairs and ongoing maintenance.

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends City Council authorize the City Manager to enter into a contract with Tiseo Paving Company for the Old Denton Road reconstruction project from Frankford Road to Rosemeade Parkway in an amount not to exceed $7,606,235.60.
