Background:

This item is to approve the submission of applications for and acceptance of any awards through the 2026 Urban Area Security Initiative (UASI) and State Homeland Security Program (SHSP) grants. The Office of the Governor (OOG) administers the HSGP in Texas and now requires applying jurisdictions to seek Council approval for submission and acceptance of subsequent awards at the time of application. As a result, some of the 2026 project amounts are estimations pending final allocation decisions from the State.

 

Three 2026 grant projects are included in this request:

 

1.                     UASI 2026 Project #5940901 - Mobile Barrier System - $ 110,000 (estimated)

2.                     UASI 2026 Project #5939101                      - Amateur Radio Emergency Communications Enhancement - $20,000 (Estimated)

3.                     SHSP 2026 Project #5895401 - SWAT Thermal Detection Equipment - $30,000 (estimated)

 

Estimated total grant awards based on current applications: $160,000. However, it is possible we receive higher 2026 grant allocations once the State review applications. To account for this, the Not To Exceed amount for this item has been set at $300,000.

 

Financial Implications:

All funding will be provided through the reimbursement grant awards, there will be no general fund obligations. Maintenance for the projects will be provided by the individual departments. Listed below are the individual project amounts.

 

Impact on Community Sustainability:

The UASI and SHSP grant programs are part of the larger federal State Homeland Security Grant Program (HSGP) designed to help state, local, tribal, and territorial governments prevent, protect against, mitigate, respond to, and recover from acts of terrorism and other catastrophic incidents. Items purchased through these grant awards will allow Police, Fire and Emergency Management personnel to prevent and or mitigate acts of terrorism and their potential impacts to our area.

 

Staff Recommendation/Action Desired:

Staff recommends City Council approve a resolution authorizing application submission for and acceptance of subsequent awards under the 2026 UASI Grant projects and the 2026 SHSP Grant project in an amount not to exceed $300,000.
