Consider A Resolution Authorizing The City Manager To Negotiate and Execute An Advance Funding Agreement (AFA) With The Texas Department of Transportation (TxDOT) To Fund Design and Construction Of A Shared Use Trail Along Kelly Blvd.

Summary:

The purpose of this item is to receive grant funding for the design and construction of a shared use trail parallel to Kelly Blvd between the DART Silver Line and the Carrollton Purple trail in a maximum amount of $3,500,000.  NCTCOG will provide Transportation Development Credits (TDCs) for the local match for this project. 

 

Background:

The Kelly Blvd Trail is part of both the Carrollton Trail Master Plan and the Regional Trail Plan and is a link in the Cotton Belt Trail that extends from Plano to DFW International Airport.  As a critical link in the regional plan NCTCOG awarded funding for design and construction of this segment of trail through Federal grant funds.  An interagency agreement with TxDOT is required to receive the awarded design and construction funding. 

 

The Kelly Blvd Trail is a 0.5-mile-long section of shared use trail beginning at the DART Silver Line crossing of Kelly Blvd and extending north to the Carrollton Purple Trail along Le Mans Dr.      

 

Financial Implications:

The City has received grant funding through TxDOT of $3,500,000 for the Kelly Blvd Trail project.  This grant will allow the City of Carrollton to design and construct a shared use trail along Kelly Blvd between the DART Silver Line and the Carrollton Purple Trail.  The local match for this project will be funded  by NCTCOG through TDCs, therefore local funding for this project from Carrollton will not be required

This project will support the City Council’s strategic objectives and vision of building a community that families and businesses want to call home by:

                     Expanding access to the regional trail network and increasing safe, connected mobility options for pedestrians and cyclists. (Hospitality, Accessible, Healthy)

                     Creating a key recreation asset along the DART Silver Line corridor and improving opportunities for outdoor activity and wellness. (Healthy, Thriving)

                     Supporting long term infrastructure investment through partnership with TxDOT and NCTCOG, maximizing grant funding and demonstrating responsible stewardship of City resources. (Economical)

                     Strengthening community connectivity and encouraging greater public engagement with parks and trails. (Engaging)

 

Staff Recommendation/Action Desired:

Staff recommends adopting a resolution authorizing the City Manager to enter into an AFA with TxDOT for funding the design and construction of a shared use trail along Kelly Blvd.
