Title
Consider Authorizing The City Manager To Enter Into An Agreement With Rite Jack Concrete Repair, Inc Pursuant To BID #27-004 For Raising and Rehabilitation of Existing Concrete Slabs In An Amount Not To Exceed $300,000.00 Annually, For A Total Three-Year Contract Amount Not To Exceed $900,000.00.
Body
Background:
This bid is for the raising and rehabilitation (pressure grouting) of existing concrete street panels within the City. On September 23, 2026, the City issued BID #27-004 for raising and rehabilitation of existing concrete slabs. It includes reducing the pending backlog of pressure grouting repairs to address standing water issues and sunken concrete pavement. Bid notifications were posted online, interested vendors were contacted and advertisements were placed in the Dallas Morning News. The bid closed on October 8, 2026. Three vendors submitted a response.
The Public Works Department reviewed the submissions. Staff recommends awarding to Rite Jack Concrete Repair, who was the lowest responsive and responsible bidder based on price and other factors such as references and a previous positive performance history with the City of Carrollton. The award will be for a one-year initial term. The award also includes two additional, one-year renewal options, if mutually agreed upon by the City and the vendor, for a potential three-year total contract not to exceed $900,000.00.
The quantities listed on the tabulation sheet and in the bid document were stated as estimates only. The staff-recommended approval amount is based on the Public Works Department’s budget allocation for the purpose of raising and rehabilitating existing concrete street panels.
