Title

Consider Authorizing The City Manager To Purchase Online Citizen Reporting System From Sole Source Vendor LexisNexis Coplogic Solutions Inc. In The Annual Amount Of $23,430.00 For A Total Three-Year Amount of $70,290.00.

Body

Background

For several years the Police Department has utilized LexisNexis Accurint for Law Enforcement.  Accurint for Law Enforcement is a suite of tools designed for criminal investigations, crime analysis, and public crime data mapping.  To enhance the level of current services provided to the public, the Department proposes integrating LexisNexis’ Coplogic, an online platform for the public to report certain non-violent crimes, with the current LexisNexis Accurint system.

Currently, citizens submit police reports through direct interactions or phone calls with police officers. With Coplogic, citizens will have the option to file certain property crime reports online via a link on the Police Department’s website.  LexisNexis charges the public a nominal fee for these reports.  The fees collected from the public will be applied to the annual expense of this request.

When accessing the reporting system, users will be guided through a series of questions to identify the type of crime they are reporting and to determine if it can be reported online. If eligible, users will proceed to answer additional questions specific to the crime. All reports undergo review by a local administrator to ensure accuracy and compliance. This system will be tailored specifically for minor property crimes that do not necessitate evidence collection or involve specific suspect information.

If a user tries to report a crime that does not qualify for online reporting, the system will provide information for contacting the Police Department for assistance, either through an in-person response by an officer or by making a report over the phone.

By integrating Coplogic, the Department seeks to enhance public access to law enforcement reporting services, decrease wait times for citizens filing specific reports, and improve overall efficiency and service delivery. This includes ensuring patrol officers are more readily available to respond promptly to higher priority crimes and service calls.

LexisNexis Coplogic Solutions, Inc is the sole source provider of the online citizen reports system.

Financial Implications

The costs associated with LexisNexis Coplogic Solutions are budgeted from the Police Department operational account: 203001-61350.

A ten percent contingency has been built into this request for potential inflationary increases.
