Consider A Resolution Approving The Terms And Conditions Of A Rehabilitation Grant For 1402 Fannidella Drive In An Amount Not To Exceed $200,000.00.

BACKGROUND:

On the September 20, 2016 agenda, the City Council will have the opportunity to purchase a portion of the Meadows Apartments located at 1404 Fannidella Drive. There are 26 units located at this address. Fairway 427, LP - the current owners - will retain the remaining 50 units located at 1402 Fannidella Drive.

 

In order to elevate the aesthetics of the remaining Meadows Apartments to a quality consistent with the Crosby Road Redevelopment area and the newly-renovated Crosby Recreation Center, the attached resolution will provide a $200,000 grant for the rehabilitation of the remaining 50 units along Crosby Road.

 

The grant will be used for the following site and building improvements:

1.                     Fencing - A wrought iron fence and landscaping to be installed along the length of Crosby Road to match the existing fence around the pool amenity.

2.                     Boiler House - The existing boiler house will be rebuilt with sustainable material to compliment the remaining Meadows Apartments.

3.                     Landscape/Hardscape - Landscaping will be provided along the entire perimeter of Crosby Road.

4.                     Signage - The current monument sign will be replaced with a new monument sign.

5.                     Main Building - The handrails, guardrails, rain gutters and drains that are in disrepair on the remaining buildings’ structure will be repaired and/or replaced as necessary. The existing buildings will be repainted including trim, miscellaneous sanding, caulking and exterior repairs prior to painting.

6.                     Roofing - The new roof will be high impact asphalt shingle (hail proof) and will be 40+ year rated.

7.                     Parking Lot - The parking lot will be repaired, resealed, and restriped.

 

It is important to note that the grant agreement specifies that the grant funding is contingent upon the completion of the entire list of projects. The improvements will be inspected by the City to ensure completeness and compliance with City standards, and grant funding will be made on a receipt-reimbursable basis.

 

As a part of this grant agreement, the City would commit to replatting the property, relocating the utilities to 1402 Fannidella Drive and pave 12 parking spaces along the eastern border of 1402 Fannidella Drive. The estimated expense for this work is less than $20,000. It is anticipated that most of the work can be completed in-house.

 

FINANCIAL IMPLICATIONS:

The grant amount of $200,000 is available in the Transit-Oriented Capital Account.

 

IMPACT ON COMMUNITY SUSTAINABILITY:

The rehabilitation of this property as a part of the greater Crosby Road Redevelopment initiative will greatly benefit the surrounding properties by increasing their values and removing a source of blight from the area. In addition, the City will permanently remove a major obstacle to the revitalization of Downtown Carrollton.

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends City Council approval of the attached resolution approving the terms and conditions of a rehabilitation grant for 1402 Fannidella Drive in an amount not to exceed $200,000.00.
