Consider Authorizing The City Manager To Approve A Construction Contract With 3D Paving And Contracting, LLC For The Ridgecrest Estates Phase 2 Paving And Utility Improvements Project In An Amount Not To Exceed $6,069,897.00.

BACKGROUND:

This contract will provide for the reconstruction of three streets in the Ridgecrest Estates Subdivision, including Woodcrest Lane, Valleycrest Lane, Millview Place and the related alleys. The project consists of replacing approximately 3,830 linear feet of residential street pavement, 5,090 linear feet of alley pavement, 10,125 linear feet of sidewalks, 4,084 linear feet of water lines, 4,683 linear feet of sanitary sewer lines and 982 linear feet of stormwater lines. This project was approved by the voters as part of the 2018 Bond Election.

 

The duration of construction is 300 calendar days. Construction will be performed such that all of the streets and alleys will not be under construction at the same time. Project signs will be placed at the entrances to the subdivision during construction. All residents will be notified in writing regarding the project schedule prior to the start of construction. Also, a neighborhood meeting with the residents and the contractor will be held prior to construction. Additional handouts will be distributed as required during the project.

 

FINANCIAL IMPLICATIONS:

Six bids were received on March 19, 2024. The low bid, in the amount of $5,894,897.00, was submitted by 3D Paving and Contracting, LLC. The engineer’s estimate for the project was $6,169,568.00. 3D Paving and Contracting has performed numerous projects in Carrollton, most recently the Crosby Estates Phase 1 and Nob Hill Section 1 street replacement projects. Funding is available in the Streets Consolidated and Utility Consolidated funds.

 

Staff recommends inclusion of a construction contingency.  The construction contingency provides an expedient manner to accommodate unforeseen costs and minor additions in work common in all construction projects.  Examples include unexpected conditions discovered during construction, and changes to design that were not possible during plan generation.  All charges against the contingency must be supported by detailed pricing information and approved by the City through a formal change order.  However, having advanced Council authorization ensures that work progress is not impeded.  Typical construction contingencies for a project of this magnitude range from 2% to 5% of the total contract amount.  As a cost control measure, the construction contingency for this project is recommended at 3%  of the original contract amount, or $175,000.00.

IMPACT ON COMMUNITY SUSTAINABILITY:

This project will support the City Council’s strategic objectives and vision of building a community that families and businesses want to call home by:

  • Sustaining quality of life - Improvements to the subdivision infrastructure should improve the appearance of the neighborhood and promote residents to maintain their properties.
  • Sustaining day-to-day operations - The replacement of substandard street and alley pavement and water and sewer lines should reduce the need for non-scheduled or emergency repairs.

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends City Council authorize the City Manager to approve a construction contract with 3D Paving and Contracting, LLC for the Ridgecrest Estates Phase 2 Paving and Utility Improvements Project in an amount not to exceed $6,069,897.00 ($5,894,897.00 bid and $175,000.00 construction contingency).
