Title

Consider A Resolution Of The City Council Of The City Of Carrollton, Texas, Consenting To The Creation Of A Municipal Management District To Be Known As The District 35E Municipal Management District; And Establishing An Effective Date.

Body

BACKGROUND:

On May 26, 2020, the City Council authorized the purchase of approximately 121 acres at the southwest corner of the President George Bush Turnpike and IH-35E in an as-is condition. The City acquired this property in late November 2020.

The City Council’s vision for the site was to create and establish a sustainable, vibrant destination that benefits both the City and the surrounding area, with the intention of promoting high-quality development and enhancing the value of the property through well-coordinated land-use planning. This includes, but is not limited to, the potential for a one-of-a-kind entertainment venue, an upscale full-service hotel, an event/conference center, retail uses, and high-density residential development.

After a preliminary engineering study of the site was conducted, a Request for Qualifications (RFQ) was published on February 4, 2025. In August 2025, a Request for Proposals (RFP) was issued, and the City selected Alpine-X as the final respondent.

Alpine-X has communicated its commitment to partnering with the City to implement innovative and strategic solutions that enhance the quality and value of the development. To maximize benefits for the City, the community, and the District, Alpine-X has determined that establishing a Special Purpose District (SPD) is essential. SPDs in Texas serve as strategic financing and development tools that benefit both municipalities and private partners. A SPD is a local governmental unit created to enable essential infrastructure-such as water, sewer, drainage, roadways, and amenities-to be delivered without burdening general-obligation debt or increasing tax rates, while ensuring growth aligns with the City’s long-term planning goals. For developers, a SPD can reduce upfront capital pressure by leveraging tax-exempt financing and structured reimbursements, accelerating project delivery and improving overall feasibility. This approach allows private developers of the vertical construction components-entertainment, mixed-use residential, hospitality, and commercial facilities-to focus their investment on those components, while Alpine-X and the SPD manage delivery of essential public infrastructure. A common SPD type in Texas is the Municipal Management District (MMD).

IMPACT ON COMMUNITY SUSTAINABILITY:

The City Council’s vision for the site is to create and establish a sustainable, vibrant, and livable destination featuring a one-of-a-kind entertainment venue, an upscale full-service hotel, an event/conference center, retail uses, high-density residential development, and open green spaces. This vision is intended to promote high-quality development and enhance the value of the property for the City and the surrounding area.
