Consider A Resolution Authorizing The City Manager To Negotiate And Execute A Professional Services Contract With STV, Inc. For Engineering Design Services Related To The Reconstruction Of Frankford Road From IH-35E To Standridge Drive In An Amount Not To Exceed $3,697,938.25.

BACKGROUND:
This contract will provide the construction plans for the complete reconstruction of Frankford Road from IH-35E to Standridge Drive. The project involves removing the existing pavement, street, alley and driveway approaches and installing new concrete streets, curbs and gutters. Reconstruction and/or the addition of sidewalks will be evaluated for the length of the project. An existing 12” ductile iron water line will be replaced from just east of the DART railroad crossing to Standridge Drive (approximately 13,200 linear feet). An existing 24” clay tile sanitary sewer line from Eisenhower Road to Dickerson Parkway (approximately 1,800 linear feet) will also be replaced. The existing screening walls will be evaluated and replaced as needed. Landscaping and irrigation will be added to medians that currently have only grass groundcover. The project will also include a traffic analysis to evaluate a possible road lane reduction from IH-35E to Old Denton Road (6 lanes to 4 lanes) and an evaluation of the existing streetlight system.
The construction will be split into three separately bid projects. The total estimated construction cost is $46,755,590.00. The reconstruction of Frankford Road is part of the 2022 Carrollton and 2022 Denton County bond elections.
Consultant selection was performed using a project-specific Request for Qualifications (RFQ) method whereby engineering firms submitted a two-part Statement of Qualifications, which was evaluated by a three-person committee.
FINANCIAL IMPLICATIONS:
STV, Inc. has submitted a proposal to the City to perform the engineering design services for the project in an amount not to exceed $3,697,938.25. Funding is available in the Streets Consolidated Account from 2022 Carrollton bond funds. Carrollton will fund the cost of the design due to the inclusion of collateral project elements like the utility replacements. Denton County’s funding will be devoted to the project’s construction phase.
IMPACT ON COMMUNITY SUSTAINABILITY:
This project will support the City Council’s strategic objectives and vision of building a community that families and businesses want to call home by:
- Sustaining quality of life - Improvements to the thoroughfare corridor should improve the visual appearance of this section of the City, and aged substandard underground utilities will be replaced.
- Sustaining day-to-day operations - The replacement of substandard street pavement and utilities should reduce the need for non-scheduled or emergency repairs.
STAFF RECOMMENDATION/ACTION DESIRED:
Staff recommends City Council approval of a resolution authorizing the City Manager to enter into a professional services contract with STV, Inc. for the preparation of engineering plans for the Frankford Road Reconstruction project in an amount not to exceed $3,697,938.25.
