BACKGROUND:

The City maintains an easement agreement for the exterior maintenance of the downtown grain silos, located at 1003 4th Street for the purpose of mural artwork. As one of the defining architectural structures of our historic downtown, and highest structure, the unique façade and windowless design provides an exceptional opportunity to display a mural. From time to time, as the sun and weather patterns take their toll on the existing artwork, it becomes necessary to restore a new blank canvas and create new artwork. Articulation Art has composed a downtown mural master plan, which prioritizes the downtown silos first and has a vast national-wide network of artists ready to be considered for this project.

 

Articulation Art recently entered into an agreements with the City to paint two murals in the Rosemeade Recreation Center and the downtown mural masterplan in the amounts of $45,000 and $3,500, respectively.

 

FINANCIAL IMPLICATIONS:

The cost of the new mural will not exceed $150,000.00, with that amount including all necessary materials, labor and administrative costs.

 

IMPACT ON COMMUNITY SUSTAINABILITY:

The new mural will have a profound impact on the historic downtown, as the silos are an exceptional canvas for new artwork as downtown’s highest point. The addition of creative artistry will define this area as a cultural hub and allows for an opportunity to represent the community visually through the celebration of artwork. The new mural will be painted with very high quality paints, coated to be protected from UV-Rays from the Sun, and is expected to last many years. It will be easily viewable for pedestrians, cyclists and vehicular traffic throughout the downtown grid, as well as from the elevated DART Green Line and IH-35E in both directions.

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends City Council approval of a resolution authorizing an agreement with Articulation Art LLC in an amount not to exceed $150,000.00, to paint the downtown silos located at 1003 4th Street, and approving Fiscal Year expenditures with Articulation Art LLC in an amount not to exceed $200,000.
