Consider Authorizing The City Manager To Execute Change Order No. 2 With 3D Paving And Contracting, LLC For Additional Work As Part Of The Crosby Estates, Section 1 Paving and Drainage Improvements Project, In An Amount Not To Exceed $60,400.00, Increasing The Total Project Contract To An Amount Not To Exceed $3,929,865.37.

BACKGROUND:
City Council awarded a contract on June 6, 2023, to 3D Paving and Contracting in the amount of $3,831,573.37. The scope of the project is to replace street, sidewalk and alley pavement throughout the Crosby Estates neighborhood, including Milam Way, Milam Circle, Sam Houston Boulevard, Sam Houston Circle, Reagan Boulevard and five alleys. Change order no. 1, in the amount of $37,892.00, was approved administratively on July 19, 2023, and was for additional storm sewer work along Milam Way which was required to bring the system up to current City standards.
Change order no. 2 is in the amount of $60,400.00, and will cover the following items:
• Maintenance of temporary security fencing installed along Webb Chapel Road. Until a new contractor can be hired to complete the screening wall project, 3D Paving and Contracting will provide maintenance of the existing temporary fence.
• Install a 7’ x 8’ storm sewer junction box.
• Remove and re-construct a railroad tie wall adjacent to a sidewalk.
• Remove and replace rail for an existing sliding security gate on a driveway approach.
• Remove and reset mailboxes.
• Install 10” sidewalk curb in lieu of a retaining wall.
• Replace/adjust existing water services.
FINANCIAL IMPLICATIONS:
3D Paving and Contracting submitted a proposal to the City to cover the above-mentioned items in an amount not to exceed $60,400.00. The revised contract amount will be $3,929,865.37, a 2.57% increase from the original contract amount of $3,831,573.37. Funding is available in the Streets Consolidated Account.
IMPACT ON COMMUNITY SUSTAINABILITY:
This project will support the City Council’s strategic objectives and vision of building a community that families and businesses want to call home by:
- Sustaining quality of life - Improvements in the subdivision should improve the appearance of the neighborhood and encourage residents to provide better upkeep of their properties.
- Sustaining day-to-day operations - The replacement of substandard infrastructure should reduce the need for non-scheduled or emergency repairs.
STAFF RECOMMENDATION/ACTION DESIRED:
Staff recommends that City Council authorize the City Manager to execute change order no. 2 with 3D Paving and Contracting for the Crosby Estates, Section 1 Paving and Drainage Improvements Project in an amount not to exceed $60,400.00.
