Body

Background:

The City Council awarded a Professional Services Agreement contract on February 06, 2024, to Magee Architects, L.P. in the amount of $250,000.00. The scope of professional services includes design modifications to the lower level to improve the function and security of the IT Department, security enhancements to the first-floor lobby, security enhancements to Council Chambers, security enhancements to the service counters on the first level, and security enhancements to the loading dock.

The first part of the City Hall remodel phase II professional services for the lower level was completed in December 2024. As construction progressed on the lower level, and design services proceeded on the first and second level, and on the exterior, several changes were requested by department heads that would further enhance security while still maintaining exemplary services to our residents and city staff.

This Contract Amendment 01 in the amount of $43,275.00, will include the following professional design items:

Additional design and construction coordination on the lower level

Redesign of the reception area on the 1st floor lobby

Additional design on the exterior to enhance safety for city staff at the breakroom

Financial Implications:

Magee Architects, L.P. has submitted a proposal to the City of Carrollton to cover the above-mentioned items in an amount not to exceed $43,275.00. The revised contract amount would be $293,275.00, a 17.3% increase from the original contract amount of $250,000.00. Funding is available from General Obligation bond funds

Impact on Community Sustainability:

This project will support the City Council’s strategic objectives and vision of building a community that families and businesses want to call home by:

Enhancing safety and security throughout City Hall through improved lobby configuration, upgraded service counters, and expanded safety measures for staff and visitors. (Hospitality)

Improving customer experience and service delivery with redesigned reception areas and service counters that create clearer, more efficient, and more welcoming interactions. (Optimized)

Strengthening operational reliability by updating work areas and incorporating design refinements that support a more functional and effective workspace. (Motivated)

Supporting long-term fiscal stewardship by investing in purposeful upgrades to a key municipal facility, extending its useful life and aligning with long-term operational needs. (Economical)
