Consider Authorizing The City Manager To Approve A Construction Contract With Millis Development And Construction - Dallas, LLC For The Woodlake Lake Enhancement Project In An Amount Not To Exceed $3,587,868.52.

BACKGROUND:

This contract will provide for the construction of the phase one enhancements at Woodlake Lake. The lake enhancements include a pavilion, kayak launch platform, concrete step/plant terracing and a new parking lot. The construction will demolish the existing pavement and add new sidewalks, trails and landscaping. The project will also improve the electrical and storm drain utilities located at Woodlake Lake.

 

These renovations and improvements will enhance the recreational value of Woodlake Lake for walking, cycling and kayaking. The pavilion and updated electrical utilities will provide a large space for community events. The additional parking lot will allow for a larger number of residents to access the trails and attend events at Woodlake Lake.

 

The duration of construction is 270 calendar days. Project signs will be placed at the entrances to Woodlake Lake during construction. Neighborhood residents will be notified in writing regarding the project schedule prior to the start of construction. Additional handouts will be distributed as needed during construction.

 

FINANCIAL IMPLICATIONS:

Two bids were received on December 19, 2023. The bids ranged from $3,587,868.52 to $5,851,484.00. The low bidder, Millis Development and Construction - Dallas, LLC has done work throughout the Metroplex for various cities on projects of comparable size and scope.  City staff contacted references for Millis and they were very favorable.

 

The 2018 Bond Referendum allocated $2,500,000.00 for the Woodlake Lake Enhancement Project, which is available in the Parks Consolidated Fund.

 

Since the low bid exceeds the project budget, City Council has three options to consider:

§                     Option 1: Reject all bids and rebid the project at a later date.

§                     Option 2: Reject all bids and reduce the project scope.

§                     Option 3: Approve the low bid and allocate additional funding.

 

Staff recommends Option 3 as construction costs are unlikely to significantly decrease in the foreseeable future.

 

IMPACT ON COMMUNITY SUSTAINABILITY:

This project will support the City Council’s strategic objectives and vision of building a community that families and businesses want to call home by:

•                     Updating the drainage infrastructure that flows into the lake.

•                     Creating a safe and large space for community events.

•                     Providing a kayak launch platform.

•                     Ensuring the safety and stability of the nearby walking trail.

•                     Improving and enhancing a community recreational asset.

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends City Council authorize the City Manager to approve a construction contract with Millis Development and Construction - Dallas, LLC for the Woodlake Lake Enhancement project in an amount not to exceed $3,587,868.52.
