Title
Consider Authorizing The City Manager To Approve A Construction Contract With Klutz Construction, LLC For The Coyote Ridge/Furneaux Creek Drainage Improvements Project In An Amount Not To Exceed $1,444,939.00.
Body
BACKGROUND:
The current stormwater system in the Grandview Ridge neighborhood along Wilson Lane and Fairway Drive is experiencing stagnant water caused by drainage backing up from the Coyote Ridge Golf Course detention pond. The stagnant water in the neighborhood inlets causes a foul odor and is a source of continual maintenance to avoid mosquito breeding in the street inlets. The proposed storm drain system improvements will prevent water from backing up into the system and will improve the overall drainage in the neighborhood.
The City’s hike-and-bike Blue Trail along Furneaux Creek has experienced erosion and debris accumulation after heavy rainstorms. This has caused ongoing pedestrian safety and maintenance issues since the trail’s completion. Flume and channel improvements on Furneaux Creek will improve the flow of the creek and reduce erosion under the Old Denton Road bridge.
The two projects are unrelated in terms of scope and impact, but were packaged together to create bidding efficiencies and obtain better pricing for both projects.
This contract will provide for the drainage improvements in the Grandview Ridge neighborhood and Furneaux Creek. The Coyote Ridge (aka Grandview Ridge neighborhood) project will consist of removing 930 square yards of street pavement and other miscellaneous items. It will install:
§ 620 linear feet of 18-inch and 36-inch reinforced concrete pipe;
§ 6-foot x 5-foot stainless steel flap gate on an existing box culvert outfall;
§ 5-foot diameter storm drain manhole; and
§ The project will repair 930 square yards of 6-inch street pavement, including an 8-inch-thick layer of flex base and restore the project area to pre-project conditions.
The Furneaux Creek portion of the project will consist of removing approximately 222 square yards of concrete sidewalk and approximately 330 square yards of concrete/wire erosion mats. The project will consist of:
§ Re-grading of the site and installing approximately 216 square yards of concrete sidewalk with integral curb; and
§ The project will install approximately 70 square yards of concrete flume, approximately 20 square yards of curbed concrete outfall channel, a sidewalk culvert with a steel plate, and approximately 1,674 square yards of 9-inch gabion mattress.
The duration of construction is 270 calendar days. Project signs will be placed at the entrances to the Grandview Ridge and Furneaux Creek crossing during construction. All residents will be notified in writing regarding the project schedule prior to the start of construction. Additional handouts will be distributed as needed during the project.
FINANCIAL IMPLICATIONS:
Three (3) bids were received on April 24, 2024. Bids ranged from a low of $1,444,939.00 to $2,205,731.00. The low bidder, Klutz Construction, LLC has done work throughout the DFW area for various municipalities on projects of comparable size and scope. City staff contacted references for Klutz Construction, and they were very favorable.
Funding for this project is available in the Drainage Consolidated Fund.
IMPACT ON COMMUNITY SUSTAINABILITY:
This project will support the City Council’s strategic objectives and vision of building a community that families and businesses want to call home by:
§ Updating the drainage infrastructure and reducing the standing water in Grandview Ridge.
§ Improving the flow and reducing the erosion along Furneaux Creek under Old Denton Road.
STAFF RECOMMENDATION/ACTION DESIRED:
Staff recommends that City Council award the construction contract for the Coyote Ridge/Furneaux Creek Drainage Improvements project to Klutz Construction, LLC in the amount of $1,444,939.00.
