Title

Consider A Resolution Authorizing The City Manager To Negotiate And Execute A Professional Services Contract With DCCM Infrastructure, Inc., For The Design Of The Countryside Subdivision Reconstruction Project In An Amount Not To Exceed $1,364,810.00.

Body

Summary:

The purpose of this item is to begin design on a 2022 Bond street reconstruction project in the Countryside neighborhood.

Background:

This contract is for the design and preparation of construction plans and specifications for roadway and utility reconstruction in the Countryside Subdivision. The project scope includes approximately 7,500 linear feet of alley pavement, 14,000 linear feet of roadway and sidewalk pavement, and 16,000 linear feet of sanitary sewer.

Consultant selection was performed using a Request for Qualifications method where engineering firms submitted a two-part Statement of Qualifications which was evaluated by a four-person committee. The top 5 firms were selected for projects during the next two years. DCCM Infrastructure, Inc., is formerly Binkley & Barfield, Inc.

Financial Implications:

DCCM Infrastructure, Inc. (formerly Binkley & Barfield, Inc.) has submitted a proposal to the City of Carrollton to perform the engineering design services for the project for an amount not to exceed $1,299,810.00, plus a 5% design contingency of $65,000.00, for a total authorization amount of $1,364,810.00. Funding is available in the Streets Fund (Account Unit 854460) and the Utility Fund (855160). This project was included in the 2022 Bond Street Proposition.

Impact on Community Sustainability:

This project will support the City Council’s strategic objectives and vision of building a community that families and businesses want to call home by:

Improving neighborhood mobility, walkability, and access through upgraded infrastructure, creating safer and more connected residential areas. (Hospitality, Healthy, Accessible)

Supporting reinvestment in an established neighborhood and enhancing the resident experience by providing infrastructure improvements that improve overall appearance and livability. (Hospitality, Revitalized)

Strengthening long term infrastructure reliability by replacing aging pavement and utility systems, reducing emergency repairs, and enhancing service dependability. (Optimized, Economical)

Staff Recommendation/Action Desired:

Staff recommends adopting a resolution authorizing the City Manager to negotiate and execute a professional services agreement with DCCM Infrastructure, Inc., for engineering services related to the Countryside Subdivision Reconstruction project in an amount not to exceed $1,364,810.00.
