BACKGROUND:

This agenda item is to consider adoption of an ordinance that will complete the right-of-way abandonment process on Booth Drive and Simmons Parkway.

 

Western Extrusions Corporation is a privately-held company that has been in Carrollton since 1979.  It is an industry leader in the extrusion, fabricating and finishing of aluminum.  The company currently employs about 850 full-time employees at its facility at 1725 Sandy Lake Road.  The company proposes to expand its operations by constructing a new 43,000 square foot aluminum recycling facility that will include office, manufacturing and warehouse uses.

 

On February 18, 2020 City Council approved a resolution authorizing the City Manager to negotiate an economic development agreement with Western Extrusions for the City to abandon a portion of Booth Drive and Simmons Parkway and grant the right-of-way to the company to accommodate the new recycling facility.  The value of the area to be abandoned has been appraised at a fair market value of $170,000. The company will use a portion of the land deeded to them by the City to create a drop-off point for its employees under its “Last Mile” initiative that provides employees a shuttle from the DART Downtown Carrollton Station to its Sandy Lake Road facility.

 

The agreement requires the company to construct an ornamental wrought iron fence along Sandy Lake Road at a cost of approximately $205,000 as compensation to the City for the abandoned right-of-way.  If Western Extrusions does not complete construction of the ornamental fence by December 31, 2020, the company will be required to pay the City $170,000.

 

The company also intends to landscape the frontage of its corporate office along Sandy Lake Road.

 

FINANCIAL IMPLICATIONS:

The proposed right-of-way abandonment will allow Western Extrusions to proceed with its construction and site improvement plans.

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends City Council approval of an ordinance to abandon a portion of the right-of-way of Booth Drive and Simmons Parkway.
