Consider A Resolution Authorizing The City Manager To Negotiate And Execute Contract Change Amendment No. 1 With HDR Engineering, Inc. For The Localized Drainage Project Program Phase 1, In An Amount Not To Exceed $155,300.00, Increasing The Total Project Contract To An Amount Not To Exceed $1,137,742.00.
Body
BACKGROUND:
The City of Carrollton has an existing contract with HDR Engineering, Inc. for the evaluation and drainage improvements recommendations for five sites indicated by the City per the report prepared by Kimley-Horn, titled Localized Drainage Projects Prioritization Report. The existing design contract with HDR was approved by council on September 8, 2023. The Localized Drainage Project Program, Phase 1 includes the following scope: geotechnical investigation, section 404 environmental regulation permitting, ground survey, and providing final design plans for the specified five sites.
The five sites selected for the first phase of the project were chosen based upon their impact to residents and businesses, impacts to first responders, and alleviation of immediate flooding concerns that pose a threat life and property. The drainage system that serves Dentonshire Dr. was brought to the attention of the Engineering Department after the conclusion of the original report, and the residents at 2712 Devonshire Dr. have documented repeated damage to their property due to the existing drainage system in Dentonshire Dr. overflowing during moderate to heavy rain events. Currently, Public Works has placed sandbags along the sidewalk adjacent to the residence to assist in preventing water from entering the resident’s property. As the site is experiencing immediate flooding issues that threaten the property, the Engineering Department has determined that the drainage system within Dentonshire Dr. should be included with this phase of the Localized Drainage Projects Program.
The current proposed change order, Change Amendment No. 1 aims to accomplish the following tasks:
• Perform a due diligence investigation of the exiting drainage infrastructure located at the Dentonshire Dr. site specifically evaluating the following items:
§ Street Capacity Analysis
§ Receiving Stream HGL check
§ Inlet and Pipe sizes
• Provide a report that gives recommendations to alleviate the flooding and improve the drainage infrastructure.
• Provide construction documents for the Dentonshire Dr. drainage system improvements.
Construction would follow completion of the design phase of this project.
FINANCIAL IMPLICATIONS:
Change Amendment No.1 consists of an additional $155,300.00, which increases the current contract from $982,442.00 to $1,137,742.00, a 15.81% increase. Funding for the additional quantity is available in Account 854560, Drainage Consolidated Funds.
IMPACT ON COMMUNITY SUSTAINABILITY:
Performing the necessary drainage study and design to determine the feasibility of improving the Dentonshire Dr. drainage system is imperative to preserve the safety and properties of the residents that are served by this drainage system. By including this site in with the Localized Drainage Projects Program Phase 1, the City demonstrates that it places the lives and property of residents and businesses as the highest priority, and that the City is flexible and amenable to undertake the necessary measures to improve the quality of life for all residents in the City of Carrollton.
STAFF RECOMMENDATION/ACTION DESIRED:
Staff recommends authorizing Change Amendment No.1 in the amount not to exceed $155,300.00 for the Localized Drainage Projects Program Phase 1 with HDR Engineering, LLC which will increase the contract in an amount not to exceed $1,137,742.00.
