Title

Consider A Resolution Authorizing The City Manager To Enter Into A Professional Services Agreement With LexisNexis For The Accurint Virtual Crime Center Investigative And Trax Solution Software Application For A Five-Year Period, In An Amount Not To Exceed $29,800 For The First Year And A Total Five-Year Total Contract Amount Not To Exceed $158,213.

Body

BACKGROUND:

The Police Department currently uses multiple online investigative tools to search public records when conducting criminal investigations.  Even with these investigative tools the process of identifying relevant records and links between information can be difficult and time consuming for detectives and analysts.  The Accurint Virtual Crime Center consolidates and enhances the Department’s current investigative tools into a single online investigative and analysis solution, making the investigative process more efficient.

In 2023, the City Council approved a recurring budget adjustment-to-base (ATB) to upgrade to the Accurint Virtual Crime Center.  The Police Department is recommending authorization to enter into a 5-year agreement with LexisNexis Risk Solutions for the Accurint Virtual Crime Center upgrade, which includes an annual 3% escalator.  LexisNexis is the creator and sole source provider of the Accurint Virtual Crime Center.

FINANCIAL IMPLICATIONS:

The cost of the agreement is $29,800 for the first year, with a total contract amount not to exceed $158,213 over five years.  In 2023, City Council approved a recurring $34,000 ATB for Technology and Data Software enhancements, including the Accurint Virtual Crime Center.  Funds for this upgrade are available from the existing approved budget.

The annual costs are established at:

                                                               Year 1: $29,800

                                                               Year 2: $30,694

                                                               Year 3: $31,615

                                                               Year 4: $32,563

                                                               Year 5: $33,541

IMPACT ON COMMUNITY SUSTAINABILITY:

Upgrading to the Accurint software application will provide a single integrated solution with enhanced search ability, link analysis and investigative features which will increase the efficiency and effectiveness of criminal investigations, data analysis and real time crime responses.

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends City Council approval of a resolution authorizing the City Manager to enter into an agreement with LexisNexis Risk Solutions for the Accurint Virtual Crime Center and Trax Solution software application in an amount not to exceed $158,213 over a five-year period.
