Summary:
The purpose of this item is to design the remaining enhancements for Woodlake Lake.
Background:
This project is an extension of the first phase of the Woodlake Pond Enhancements project which was completed in August 2026. Phase 2 of the Woodlake Pond Enhancements project is located adjacent to the phase 1 site, which is near the intersection of E. Peters Colony Road and N. Josey Lane in Carrollton, Texas. The Phase 2 project aims to enhance the Woodlake Pond park area by including the design of a boardwalk and lake overlook pergola, enhanced plantings and trees, terraced picnic area, shaded seating over the water, decorative screen walls, seat walls, and a lake fountain. The current proposed scope for phase 2 was presented to council in work session on June 7, 2022, and was approved.
The proposed scope of work in this engineering design services contract includes topographic surveying, hydraulic and hydrologic analysis, site development plans, landscape architecture, site lighting, and all related engineering design necessary for construction. Professional services include project management, surveying, engineering design, bid phase assistance, and construction administration services through project completion.
Consultant selection was performed using a Request for Qualifications method where five engineering firms submitted a Statement of Qualifications which was evaluated by a four-person committee.
Financial Implications:
LJA Engineering, Inc. has submitted a proposal to the City of Carrollton to provide engineering design services for the Woodlake Pond Enhancements Phase 2 project in an amount not to exceed $444,250.00.

This project supports the City Council’s strategic objectives and vision of building a community that families and businesses want to call home by:
• Enhancing recreational opportunities and improving the park experience through upgraded amenities including the boardwalk, pergola overlook, terraced picnic areas, shaded seating, plantings, and lake fountain, strengthening quality of life and community hospitality (Hospitality, Healthy, Thriving).
• Improving accessibility and pedestrian connectivity within the Woodlake Pond area to ensure residents can easily and safely reach park features, supporting connected neighborhoods and mobility (Hospitality, Accessible).
• Supporting revitalization of an existing community amenity by reinvesting in infrastructure and recreational spaces that maintain Carrollton’s signature character (Revitalized).
Staff Recommendation/Action Desired:
Staff recommend authorizing the City Manager to enter into a professional services agreement for engineering services with LJA Engineering, Inc. for the Woodlake Pond Enhancements Phase 2 project in an amount not to exceed $444,250.00.
