Summary:
The purpose of this item is to approve construction items required to finish the Woodlake Lake Ph 1 Project.
Background:
The City has an existing construction contract with Millis Development & Construction - Dallas, LLC for the Woodlake Lake Enhancements project, originally approved by council on January 9th, 2024, with a contract amount of $3,587,868.52. The project includes construction of a pavilion, kayak launch platform, concrete step/plant terracing, and a new parking lot. MESA Design Associates, Inc., serves as the design consultant.
Two change orders have been executed to date:
Change Order No. 1 - Incorporated items not included in the original bid documents.
Total change order: $230,000.00
Adjusted not to exceed: $3,817,868.52
Percent increase: 6.50%
Change Order No. 2 - Funded a mussel survey required by Texas Parks and Wildlife.
Total change order: $47,110.73
Adjusted not to exceed: $3,864,979.25
Total percent increase: 7.72%
Change Order No. 3 provides for additional construction tasks necessary to complete the project, including:
• Install storm drain connection from adjacent Woodlake neighborhood and associated improvements.
• Concrete pavement replacement along the trail at the intersection of Peters Colony Road and Josey Lane requested by Parks Department; construct a Barrier-Free Ramp (BFR) in the church parking lot
• Oncor primary electrical service, including the meter rack, disconnect, conduit installation, and related electrical infrastructure.
• Pavement striping revisions along the northeast side of Peters Colony Road.
• Preparation of Oncor conduit as-built drawings.
• Two additional ADA-compliant ramps at the intersection of Peters Colony Road and Paxton Drive, along with planter topping improvements for the pavilion planters.
• Handrail at the kayak retaining wall, together with associated landscaping and irrigation improvements.
• Installation of an additional kayak launch accessory equipment to improve safety and accessibility.
• Fire hydrant area improvements, including a stone gravity retaining wall, pull box relocation, grading, and backfilling.
Total change order: $127,078.96
Adjusted not to exceed: $3,992,058.21
Total percent increase: 11.26%
This change order will add 0 days to the contract time.
Financial Implications:
The contractor’s estimate for the proposed scope is $127,078.96. Funding is available in Account 854360 (Parks Consolidated Fund). This is anticipated to be the final change order for the project.

Staff recommends City Council authorize the City Manager to execute Change Order No. 3 with Millis Development & Construction - Dallas, LLC, for additional work on the Woodlake Lake Enhancements Project, in an amount not to exceed $127,078.96, increasing the total construction contract to $3,992,058.21.
