Title

Consider A Resolution Authorizing The City Manager To Negotiate And Execute A Professional Services Contract With Walter P. Moore And Associates, Inc. For Engineering Services Related To The Woodlake Lake And Josey Ranch Lake Dam Condition Assessment Study In An Amount Not Exceed $121,300.00.

Body

BACKGROUND:

The City has two major dams that are City-owned and operated: Woodlake Lake Dam and Josey Ranch Lake Dam.  Both dams are inspected by City staff and the Texas Commission on Environmental Quality (TCEQ) on a yearly basis.  In 2022, the Woodlake Lake Dam was inspected by TCEQ and received a “poor” rating from the agency, with a list of mitigating efforts needed to bring the dam up to a “fair” condition.  The City performed those efforts, and the dam has since been upgraded to a “fair” condition.  However, the dam is over 60 years old and is reaching the limit of its original design lifespan.  In its current condition, continual maintenance efforts will be needed to keep the dam serviceable and safe for residents.

Josey Ranch Lake Dam, while currently in a “fair” condition with no major issues, is over 20 years old, and the last major maintenance efforts and condition assessment of the dam were performed in 2009.  It will also need an updated condition assessment to review any areas that require repair or maintenance.

Walter P. Moore and Associates, Inc. was selected to provide a proposal to perform a condition assessment on both dams.  Walter P. Moore has reviewed both dams and has prepared a proposal to perform a detailed condition assessment and outline future maintenance/CIP projects necessary to extend the lifespan and serviceability of both dams.

FINANCIAL IMPLICATIONS:

Walter P. Moore and Associates, Inc. was selected by the Engineering Department to perform a detailed condition assessment and outline future maintenance/CIP projects necessary to extend the lifespan and serviceability of both dams.  Staff has reviewed the proposal and agrees that the proposed tasks are necessary and adequate.  The basic services for this task will be provided for a lump sum cost of $121,300.00.  Funding for this project is available in the Drainage Consolidated Fund.

IMPACT ON COMMUNITY SUSTAINABILITY:

Creating a detailed condition assessment of the Woodlake Lake and Josey Ranch Lake dams will help the City determine the current condition of the dams and develop the necessary improvements framework to ensure that the dams can meet the drainage needs of the areas they service.  Performing these assessments and the necessary maintenance efforts is intended to keep the surrounding areas and neighborhoods safe and attractive places for Carrollton residents.

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends City Council approve a resolution authorizing the City Manager to enter into a contract for professional engineering services with Walter P. Moore and Associates, Inc. to perform a condition assessment study for the Woodlake Lake and Josey Ranch Lake dams in an amount not to exceed $121,300.00.
