Title

Consider A Resolution To Authorize The City Manager To Negotiate And Execute A Contract With Westwood Professional Services, Inc. For Professional Engineering Services For The Design Of Trinity Mills Road LED Street Lighting.

Body

BACKGROUND:

The engineering staff conducts extensive arterial streetlight analysis and evaluation of candidate corridors through the Arterial Street Light Prioritization process. The Traffic Advisory Committee (TAC) recommended the installation of streetlights along Trinity Mills Road from Marsh Lane to Midway Road. This corridor is an entry point into the City of Carrollton.

In the November 2022 Bond Referendum, Carrollton citizens approved $1,500,000.00 of funding for arterial street lighting projects. Five firms have been selected to provide transportation-related professional services. Westwood Professional Services Inc. demonstrated knowledge and competence in streetlight design, by successfully completing roadway improvement projects for surrounding municipalities that included streetlight design. Below are recent streetlighting projects.

From 2015 -2019, the company completed multiple roadway improvement projects for Tarrant County which incorporated streetlight design.

From 2019 - Present, they were contracted by both Dallas County and Collin County for Roadway Traffic Engineering. The scopes for both locations include streetlighting.

From 2020 - Present, the company has been employed by San Antonio to complete a Corridor Safety Study which includes upgrading streetlights to LED.

FINANCIAL IMPLICATIONS:

Westwood Professional Services Inc. has submitted a proposal to the City of Carrollton to perform all engineering design services for the Trinity Mills LED Street Lighting Project in an amount not to exceed $65,150.00. The Engineer’s Opinion of Probable Construction Cost for this project is $500,000.00. The design fee of $65,150.00 is considered fair and reasonable for the effort involved. The necessary funding for design and construction is available from bond sales authorized by the 2022 Bond Election.

IMPACT ON COMMUNITY SUSTAINABILITY:

This project will support the City Council’s strategic objectives and vision of building a community that families and businesses want to call home by:

Improving visibility of both vehicular and pedestrian traffic, which promotes a safer community.

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends authorizing the City Manager to approve a Professional Services Contract with Westwood Professional Services, Inc. for the design and plan preparation of the Trinity Mills LED Street Light Project in an amount not to exceed $65,150.00.
