Background:

This contract will be utilized by the Public Works Department to offer residents an option to participate in the 90/10 Matching Grant Sidewalk Replacement Program.  This program allows for replacement of eligible substandard public sidewalks in residential neighborhoods where no maintenance or replacement projects are currently planned.  Under this program the property owner contributes ten percent of the funds required for the replacement of substandard sections of sidewalk with the City providing the other ninety percent of the cost.  

 

On January 5, 2026, the City issued BID #26-010 For Sidewalk Replacement. Bid notifications were posted online, and interested vendors were contacted, as well as advertisements placed in the Dallas Morning News. Sixteen vendors submitted responses.  

 

The Public Works Department reviewed the submissions based on the lowest responsive and responsible vendor. The lowest bidder was considered non-responsive due to not providing all required bid documentation and the second lowest bidder has a previous unsatisfactory relationship with the City.  Onyx Paving & Utility, LLC was selected as the most responsive based on price and ability to meet the requirements of the City.

 

Financial Implications:

The services on BID #26-010 will be purchased from budgeted funds from the cost center and in the amount as listed below.

This project supports and aligns with the City Council’s goals and objectives to manage infrastructure with fiduciary care.

 

Staff Recommendation/Action Desired:

Staff recommends City Council authorize the City Manager to enter into an agreement with Onyx Paving & Utility, LLC pursuant to BID #26-010 for Sidewalk Replacement Program in an amount not to exceed $400,000.00 annually, for a total three-year contract amount not to exceed $1,200,000.00.
