Consider Authorizing The City Manager To Execute Change Order No. 3 With Klutz Construction Company For Additional Work As Part Of The Coyote Ridge / Furneaux Creek Drainage Improvements Project, In An Amount Not To Exceed $63,730.00, Increasing The Total Project Contract To An Amount Not To Exceed $1,590,661.00.
Body
BACKGROUND:
The City of Carrollton has an existing contract with Klutz Construction LLC for the construction of the Coyote Ridge/Furneaux Creek Drainage Improvements project that was approved by council on May 21st, 2024. The Coyote Ridge/Furneaux Creek Drainage Improvements project consists of two projects that are unrelated in terms of scope and impact but were packaged together to create bidding efficiencies to obtain better pricing for the two project areas. The Furneaux Creek Drainage Improvement Project had the following scope: regarding the site, installing a sidewalk with an integral curb, installing a flume, and adding a concrete outfall channel/gabion mattress. The Coyote Ridge Drainage Improvement Project had the following scope: updating the Grandview Ridge neighborhoods drainage system by installing a new storm sewer system, fixing the roadway pavement, and installing a steel flap gate on the existing box culvert pond outfall.
The Coyote Ridge/Furneaux Creek Drainage Improvements Project required Change Order No. 01 for $19,875.00 and Change Order No. 02 for $62,117.00. These change orders increased the original contract amount of $1,444,939.00 to $1,526,931.00.
The Coyote Ridge Drainage Improvements portion of the project has continued with the construction of the new storm sewer system for the Grandview Ridge neighborhood. Change Order No. 02 provided funds to raise the city water main and replace additional roadways panels, however additional complexity of installation of the storm system was introduced to the project due to the constraint to continue working without disturbing existing water service to the adjacent neighborhoods for an extended period of time. Additional sidewalks will need to be removed and replaced due to the impact of the installation of an insertion valve on an existing 8” water main.
The current proposed change order, Change Order No. 03 aims to accomplish the following tasks:
• Replace an additional 70 SY of 4” Concrete Sidewalk
• 12” Hydra Stop Valve
• Connect the proposed storm sewer system to the existing storm sewer system.
This project did not have a contingency previously approved by Council and, therefore, has required multiple change orders to come before Council for approval.
FINANCIAL IMPLICATIONS:
The current estimate from the contractor has priced the proposed scope change at $63,730.00. Staff is requesting an increase in the contract amount in the amount of the scope. Change Order No. 03 increases the current contract from $1,526,931.00 to $1,590,661.00, a total increase from all change orders of 10.08%. Funding for the additional quantity is available in Account 854560, Drainage Consolidated funds. This will be the final change order for the project.
IMPACT ON COMMUNITY SUSTAINABILITY:
By having the contractor address the utility interference and additional concrete panels that need to be repaired, the engineering department is ensuring that water service will continue to serve the citizens of the Grand Ridge neighborhood and that the streets will continue to provide a smooth and safe mode of travel for our citizens. This work is being performed by our contractor, which frees up the public works department to perform other necessary infrastructure related tasks for citizens and businesses within the community.
STAFF RECOMMENDATION/ACTION DESIRED:
Staff recommend authorizing Change Order 3 for Coyote Ridge/Furneaux Creek Drainage Improvements project in an amount not to exceed $63,730.00, increasing the total project contract to an amount not to exceed $1,590,661.00.
