Consider A Resolution Authorizing The City Manager To Negotiate And Execute A Contract With Garver, LLC, Huitt-Zollars, Inc., And Halff Associates, Inc., For Engineering Design Services Related To The Hebron Parkway (Hamilton To Meadow) Reconstruction Project In An Amount Not To Exceed $6,486,733.00.

BACKGROUND:

This contract will provide the construction plans for the complete reconstruction of Hebron Parkway from Hamilton Drive to Meadow Drive. The project involves removing the existing pavement, street, alley and driveway approaches and installing new concrete streets, curbs and gutters. Reconstruction and/or addition of sidewalks will be evaluated for the length of the project. Landscape and irrigation will be added to medians. The project will also include a traffic study of the entire corridor, an evaluation of the existing streetlight system, and rehabilitation of the bridge over Indian Creek.

 

A formal selection process was conducted, by which a request for qualifications was publicly advertised, and firms were evaluated on criteria that included understanding of required services, similar project experience, personnel depth, and company qualifications.  Once the most qualified firms were identified by staff, the project was split into three similarly sized sections. 

 

The construction of this design will be split into multiple separately bid projects.

 

Reconstruction of Hebron Parkway was included in the 2022 Denton County Bond program, which was approved to provide $24.775 million in funding for the project.

 

FINANCIAL IMPLICATIONS:

Garver, LLC has submitted a proposal to the City of Carrollton to perform the engineering design services for Section 1 of the project for an amount not to exceed $2,083,723.00. Huitt-Zollars, Inc has submitted a proposal to the City of Carrollton to perform the engineering design services for Section 2 of the project for an amount not to exceed $2,385,010.00. Halff Associates, Inc has submitted a proposal to the City of Carrollton to perform the engineering design services for Section 3 of the project for an amount not to exceed $2,018,000.00 Funding will be available in the Streets Consolidated Fund.

 

IMPACT ON COMMUNITY SUSTAINABILITY:

This project will support the City Council’s strategic objectives and vision of building a community that families and businesses want to call home by:

                     Sustaining quality of life - Improvements in the thoroughfare should improve the appearance of this section of the city which should promote residents to provide better upkeep of properties in the area.

                     Sustaining day-to-day operations - The replacement of substandard street pavement and utilities should reduce the need for non-scheduled or emergency repairs.

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends approval to authorize the City Manager to enter into a Professional Services Agreement for the Hebron Parkway Reconstruction projects with Garver, LLC, Huitt-Zollars, Inc, and Halff Associates, Inc. for a total fee of $6,486,733.00.
