Consider A Resolution Of The City Council Of The City Of Carrollton, Texas, Authorizing The City Manager To Take All Necessary Action Related To The Submission Of Applications Through The 2025 Homeland Security Grant Program And Acceptance Of Specific Awards Under The 2025 Urban Area Security Initiative (UASI) Grant And The 2025 State Homeland Security Program Grant In An Amount Not To Exceed $300,000.

Background:
This item is to approve the submission of applications for and acceptance of any awards through the 2025 Urban Area Security Initiative (UASI) and State Homeland Security Program (SHSP) grants. The Office of the Governor (OOG) administers the HSGP in Texas and now requires applying jurisdictions to seek Council approval for submission and acceptance of subsequent awards at the time of application. Due to recent Federal government shutdowns however, 2025 grant awards were substantially delayed and subsequently are being submitted for approval simultaneously with the 2026 grant projects.
Three 2025 grant projects are included in this request:
1. UASI 2025 Project (#5250802) - Mobile Barrier System - $90,889.59
2. UASI 2025 Project (#5601801) - Rescue Task Force Equipment - $57,000
3. SHSP 2025 Project (#5517901) - SWAT Team Tactical Communication Headsets - $50,000
Estimated total grant awards based on current applications: $197,889.59. However, it is possible we receive higher 2025 grant allocations retroactively once a current lawsuit at the Federal level is resolved. To account for this, the Not To Exceed amount for this item has been set at $300,000.
Financial Implications:
All funding will be provided through the reimbursement grant awards, there will be no general fund obligations. Maintenance for the projects will be provided by the individual departments.
Impact on Community Sustainability:
The UASI and SHSP grant programs are part of the larger federal State Homeland Security Grant Program (HSGP) designed to help state, local, tribal, and territorial governments prevent, protect against, mitigate, respond to, and recover from acts of terrorism and other catastrophic incidents. Items purchased through these grant awards will allow Police, Fire and Emergency Management personnel to prevent and or mitigate acts of terrorism and their potential impacts to our area.
Staff Recommendation/Action Desired:
Staff recommends City Council approve a resolution authorizing application submission for and acceptance of subsequent awards under the 2025 UASI Grant projects and the 2025 SHSP Grant project in an amount not to exceed $300,000.
