BACKGROUND:  

This agenda item is to purchase nine additional (9) Archer 1200 mobile anti-vehicle barriers with accessories, the trailer that carries them, and a training package to certify six City employees in proper deployment planning as specified by the Department of Homeland Security. These barriers will be used to help protect large public gatherings and special events from intentional vehicular attacks / accidental impacts. The Archers provide superior safety protection over concrete K rails, as they are specifically designed and tested for the task. They also are designed to be aesthetically pleasing; as such they are the barrier of choice for the Rose Bowl Parade, Super Bowl, and many other events.

 

FINANCIAL IMPLICATIONS:

This purchase will be made under GSA Schedule J: Security and Protection Contract Number 47QSWA19D001F. All funding will be provided through the 2024 UASI reimbursement grant previously approved by Council. There will be no general fund obligations. Maintenance for the projects will be provided by the individual departments. This is a one-time expenditure. Grant compliance and administration will be completed in consultation with Finance personnel and the City Auditor.

 

IMPACT ON COMMUNITY SUSTAINABILITY:

Items purchased through this grant awards will allow police and emergency management personnel to prevent and or mitigate acts of terrorism and their potential impacts to our area.

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommend approval of the purchase of mobile anti-vehicle barriers from Meridian Rapid Defense Group, LLC in an amount not to exceed $136,881.92.
