Consider A Resolution Authorizing The City Manager To Enter Into A Project Specific Agreement With Dallas County Road And Bridge District #4 For The Mill And Asphalt Overlay Of Various Streets Located Within Park Terrace Subdivision In An Amount Not To Exceed $675,424.99.

BACKGROUND:

Under an existing Master Interlocal Agreement, the Dallas County Road And Bridge District #4 provides road and bridge maintenance and repair on certain roadways located in Carrollton.  This has proven to be an economical arrangement when compared to the cost of a private contractor.

 

This proposed project will resurface various streets using a mill and asphalt overlay method located within Park Terrace subdivision, as shown on the project location map within the attached Project Specific Agreement. This method is used when the street base and sub-grade are stable. The process removes and replaces the top layer of asphalt to provide an improved riding surface and seal the pavement against water penetration to extend its life span. Funding for this project will be provided through the Community Development Block Grant (CDBG) program. The CDBG program is funded by the Department of Housing and Urban Development and is intended to assist residents and areas within the City that meet low- to moderate-income criteria. The Park Terrace project meets these eligibility requirements.

 

FINANCIAL IMPLICATIONS:

Dallas County Road and Bridge District #4 estimates the project cost to be $675,424.99.  Since this street classification does not include financial participation by Dallas County, the City will fund 100% of the cost.  The funding for this project is available from CDBG funds from the following account:

IMPACT ON COMMUNITY SUSTAINABILITY:

This project supports and aligns with City Council’s goals and objectives of properly maintaining the City’s infrastructure.                     

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends City Council approve a resolution authorizing the City Manager to execute a Project Specific Agreement with Dallas County to perform an asphalt mill and overlay of streets located within Park Terrace Subdivision in an amount not to exceed $675,424.99.
